Cloud brushes of your choice. You can get some good ones at deviantart.com or you can use a cloud tube. Completely up to you.

Lets Begin:
Open element 32 and shift+D to duplicate.
Close the original.
Resize the one you are going to work with by 80%.
Make your canvas bigger by going to image canvas size.
This will give you plenty of room to work with and you can crop and resize when we are done.
Using your magic wand. Select the inside of the frame.
Go to selections modify expand by 5.
Open paper 3 and copy and paste as a new layer.
Drag under your frame and go to selections invert and hit delete.
Selections select none.
Open paper 9 and copy and paste as a new layer.
Drag to the bottom.
Apply your mask.
Delete the mask layer and merge the group.
Make your frame layer active and using your magic wand select the inside of the frame again.
Go to selections modify and expand by 3.
Open your tube and copy and paste as a new layer.
Position how you want in the frame.
Go to selections invert and erase the bits of the tube that are hanging out of the frame.
I only erased the leg bits because I wanted her head to be out of the frame.
Its completely up to you what you leave in the frame and take out.
At this point add a drop shadow to your tube and to your frame layers.
Now we are going to have some fun and add elements.
Open element 56 and resize by 85%.
Copy and paste as a new layer and drag to the near bottom of your tag.
Add a drop shadow.
Open element 50 and resize by 60%.
Copy and paste as a new layer and drag down where it will sit on top of your ribbon.
Move to the left side of the ribbon.
Add a drop shadow.
Duplicate and go to Image Flip Horizontal(image-mirror).
Move to the right side of the ribbon.
Open element 31 and copy and paste as a new layer and position in the middle at the bottom.
Add a drop shadow.
Open element 28 and resize by 65% and copy and paste as a new layer.
Move to the left hand side and drag under your layers till you are just above your frame.
Add a drop shadow.
Open element 24 and resize by 30%.
Copy and paste as a new layer.
Move to the left side between the light and your tube.
Drag under the light post and your tube.
Add a drop shadow.
Open element 76 and copy and paste as a new layer.
Move to the top right and place above your frame but below your tube.
Open element 20 and resize by 75%.
Copy and paste as a new layer.
Drag down to just above your mask layer.
Position so some stars peek out around the frame.
Duplicate and move around so you have some peeking out all around.
Add drop shadow to each.
Add a new raster layer and move to below your tube but above the moon and clock.
At this point I go ahead and crop my tag to see what space I have left.
Add a new raster layer and add your copyright and watermark information.
Be sure to make sure your correct licensing information is on there if you are using at PTU tube.
Add your name.
Add a new raster layer and flood fill with white.
Drag to the bottom.
I do this because I am going to animate this tag and it looks better on a white background.
Ok now we are going to merge some layers together and do this in 2 different steps.
Close all layers above your moon layer.
Merge visible.
Now hide this merged layer and reopen all the others.
Merge visible these layers.
You should have 2 layers.
Copy your bottom layer which should be your frame with the moon and clock.
Open animation shop and paste as a new animation.
Open the animation you are going to use.
Take note of how many frames you have in your animation.
In the one I am using there are 21 Frames.
Duplicate the new animation you just brought from psp so that you have the same number of frames.
On your animation go to edit select all frames.
Do the same on your tag.
Copy your animation.
Go to your tag and edit paste into selected frames.
You can also use the drag technique whichever you like doing best.
Position the animation over the center of the moon.
Back to psp and copy the top layer and bring it into animation shop.
Duplicate to the same amount of frames and select all frames.
Copy and paste into selected frames on your animation tag.
Position.
View your animated tag.
If it is large resize.
Save and you are done!
