Font of your choice. I am using Vasilisa.

Plugins: Xero Porcelian
Xenofex 2 constellation

Lets Begin:
Open wire frame from the kit and shift +D to duplicate.
Close the original.
Resize to a nice workable size.
I resize by 75%.
Image rotate to the right.
Make your canvas large enough to give you plenty of room to work with.
Center your frame in the middle of the canvas.
Using your magic wand select the inside of the frame and go to selections modify and expand by 4.
Add a new raster layer and drag under your frame.
Now we are going to make a gradient using 2 colors from your tube.
If using the same tube as me I used #372d48 as the foreground and #385260 as the background.
Change your background to gradient set on Sunburst with 0 angle and 3 repeats also invert checked. Make sure that link center and focal points is checked.
Flood fill your new raster layer.
Apply a gaussian blur of 15.
Open building and resize and copy and paste as a new layer.
Center in the frame and erase the bits you do not want. I only erased bottom bits as I wanted it to overlap the outside at the top.
Lower the opacity of this layer to around 25.
Open the closeup or head shot of your tube and copy and paste as a new layer and center in the frame.
Selections invert and hit delete.
Selections select none.
Go to adjust hue and saturation and colorize with 0 and 0.
Apply the Xero Porcelain filter using the default settings.
Lower the opacity to 50.
Back on your building layer apply the Xenofex 2 Constellation filter using the following settings:
Open your cloud and copy and paste as a new layer and drag under your close up in the frame.
Add a drop shadow to the frame.
Open your main tube and copy and paste as a new layer and position on either side of the frame.
Open paper 4 and copy and paste as a new layer and drag to the bottom.
Apply the mask of your choice and delete the mask layer.
Merge the group.
Open the barbewire element and copy and paste as a new layer and drag to just on top of your frame.
Move to the bottom and resize until it fits nicely without too much overhang.
Add a drop shadow.
Open the feather element and copy and paste as a new layer on top of the barbewire element and move to where the top feathers are on the top right side of the frame.
Open gun2 and resize and depending on where your tube is you may need to flip horizontal. Place at the feet of your tube.
Add a drop shadow.
Open motorbike and resize to fit nicely along the bottom of the frame.
Add a drop shadow.
Drag under the gun.
Open stem candle and resize and copy and paste as a new layer and drag under your tube. Move so it is just on the side but behind your tube.
Add a drop shadow.
Open toxic drum and resize. Copy and paste as a new layer and move to the opposite side of your tube.
Add a drop shadow.
Open toxic drum too and resize to just a bit smaller than the first one and copy and paste as a new layer and place in front of the first one.
Add drop shadow.
Open the wire element and resize.
Copy and paste as a new layer and drag under your frame.
Move to just over by your tube hanging from the top of the frame.
Add a drop shadow.
Open stars element and copy and paste as a new layer on top.
Add your name.
Add your copyright information.
Crop and save.
