Supplies Needed:

Tube of your choice. I am using the work of Andy Cooper. You can get this tube at

Scrap kit is by Ginnibug Designz. You can get this kit at

Animation is by Simone. You can get this animation at

Font of your choice. I am using Tribal Threat. You can get this font at

Lets Begin:

Open a canvas large enough to give you plenty of room to work with.
You can crop and re-size when we are completely done.
Turn off your background color.
Set your foreground to any color – it doesn't matter as we are going to cover it with paper anyhow.
Using your elipse preset tool with the width set to 14 draw out an oval in the center of your canvas. This is going to be your frame so keep that in mind when drawing it out.
Once you are done convert it to a raster layer.
Selections select all float and de-float.
Open paper 12 and copy and paste as a new layer.
Selections invert and hit delete.
Selections select none.
Delete the original oval layer you drew out as you do not need it any longer.
Using your magic wand select the inside of the frame.
Selections modify and expand by 4.
Layers new raster layer and drag under the frame.
Open paper 14 and edit copy and paste into selection.
Selections select none.
Select the inside of the frame again and this time go to selections modify and expand by 2.
Open the close-up of the tube and copy and paste as a new layer and position inside the frame to the far right side.
Selections invert and erase any bits that are hanging out that you do not want.
Selections select none.
Add a drop shadow to both the tube and the frame.
Don't go crazy with the drop shadow as you are going to animate the tag later and it will look horrible.
Open element 85 and copy and paste as a new layer and drag to the bottom.
Place on the far left side so it is peeking out around the frame.
Duplicate and move this copy to the right side.
Merge these 2 layers together.
Open element 22 and copy and paste as a new layer.
Your want it within the frame area behind your tube and the frame.
Duplicate a couple of times and place them randomly.
Merge these layers together.
Repeat the above steps with element 21.
Open element 18 and re-size by 50%.
Image flip horizontal.
Copy and paste as a new layer and place inside the frame area behind the seaweed.
Add a slight drop shadow.
Open element 25 and re-size by 80%.
Copy and paste as a new layer at the top and position over the top of the framed area.
Add your name and copyright information and lets get ready to animate.
Merge all the layers together visible.
Layers new raster layer and drag to the bottom.
Flood fill with white.
Edit copy merged.
Open animation shop and right click and paste as a new animation.
Duplicate the frames of your tag to match the number of frames in your animation.
Mine has 16.
Select all the frames on both your tag and your animation.
Drag frame 1 of the animation onto frame 1 of your tag and let go once you have it in position on her wand.
View your animated tag.
If you are happy re-size and save.
