Supplies Needed:

Tube of your choice. I am using the work of Elias Chatzoudis. I got this tube at MPT but you can get his work at http://www.eliasartshop.com/

Scrap kit by Mizteeques Digital Designs. It is called Sweet Lime and can get it at http://mizteeques.blogspot.com/

Mask of your choice. I am using mask #53 by moonbeams and spiderwebs. You can get it at http://moonbeamsandspiderwebs.blogspot.com/2013/05/mask-53-and-forum-mask-32.html

Font of your choice. I am using Bellucia Swashes.

Lets Begin:
Open element 20 and shift+D to duplicate.
Close the original.
Re-size to a size you are happy with. This is going to be the base of your tag.
Using your magic wand select the inside of the frame.
Selections modify expand by 4.
Layers new raster layer.
Drag under the frame.
Open paper 2 and edit copy and paste into selection.
Selections modify contract by 2.
Open your tube and copy and paste as a new layer and position in the frame.
Erase any bits you do not want hanging out.
Add a slight drop shadow to your tube and your frame.
Open paper 6 and copy and paste as a new layer and drag to the bottom.
Apply the mask and delete the mask layer then merge the group.
Adjust add/remove noise.
Add noise at 100% monochrome and uniform.
Add a slight drop shadow to the mask.
Open element 23 and re-size so it will fit nicely behind your frame with the leaves peeking out.
Copy and paste as a new layer and move to the top left of the tag.
Duplicate and image flip horiztontal.
Move to the top right of the tag.
Merge these 2 together and duplicate.
Image flip vertical.
Move to the bottom.
Duplicate and re-size by 85%.
Move up to the top and then duplicate again and image flip vertical.
Move to the bottom.
The idea here is to kind of fill it in and make the leaves go around the majority of the outside of the frame.
Once you are happy merge all the leaves layers together and add a drop shadow.
Open element 7 and re-size until it will fit nicely on the outside of your frame.
Copy and paste as a new layer and position where you want.
Duplicate a few times and move them around.
Once you are happy merge them all and add a slight drop shadow to them.
Repeat the above steps using element 8.
Open element 28 and re-size. You want it to be just a bit smaller than the flowers.
Copy and paste as a new layer and tuck behind the flowers in the different areas with the pink leaves showing.
Duplicate and place with all your flowers.
When done merge these together and add a drop shadow.
Open element 10 and re-size so it will fit nicely on the right side of the frame.
Copy and paste as a new layer.
Add a slight drop shadow.
Open element 14 and re-size so it is smaller than the glass.
Copy and paste as a new layer and place to the right of the glass.
Add a drop shadow.
Open element 6 and re-size so it will fit nicely in front of the glass and cupcake.
Copy and paste as a new layer.
Add a drop shadow.
Add your name.
Add your copyright information.
Crop and save.
